Claiming travel allowance for work related training

Hi

I would like to know the following..
Can we claim for fuel (travelling allowance) when our company sends us to an external training institution for work related training? It happened recently where an employee was sent to Pretoria for a 3 day training course and he had to travel from Johannesburg to Pretoria for these 3 days. The company said that because the training is also for his own personal upliftment they cannot be held liable for the fuel expenditure and travelling allowance cannot be claimed. If it is noted in the labour law please we would like to know.....

It's not regulated in labour legislation and must be negotiated with the employer.
