Manager wants to give warning for not going to him first

Hi
This is my first time posting here so if this is in the wrong section I do apologize. We recently got our annual increase and its 4% , obviously staff was not happy about it and our manager at our dept said to send him an email and he will forward to HR and the relevant company Director. However some of us at work opted not to do this as in April our whole dept signed group motivation in December last year and he only gave feedback at the meeting for the increase, he said at our annual appraisals (Which was a few weeks later) he asked us to add info about our salary's. So what we did was we sent it to him but cc'd HR and the Director and now he says we are getting a warning for not listening to him.
Can he gives give us the warning?

Additional Info all our Directors are working within the company and interactive with general staff on daily basis.

Hi

This forum is reserved for employers only but since it's your first time, I'll assist.

He can issue you with a warning but that does not mean that it's fair. Contest it in a grievance procedure and if still unhappy, refer an unfair labour practice to the CCMA within 90 days of the warning being issued.
