Family Responsibility Leave

We have a pregnant employee who has been at the company for 15 years. She wants to take Family responsibility leave for the 3 days she is in hospital giving birth. The HR department says this leave is only for the SPOUSE or PARTNER when the child is born and not for the mother to use. Is this correct?
Paid maternity leave is not an option and so it seems that Family responsibility leave should be able to be used for the mother. Please advise?

The BCEA does not make reference to a "spouse" or "partner" but provides that family responsibility may be taken "when the employee's child is born". In my view, she is entitled to such leave.
