First warning final written one!

Can a first warning be a final written warning without a formal hearing?
I was called is to a (informative) meeting labeled as such by the CEO, they expressed their opinion of a audit that we failed.
The next day the operations manager handed me a final written warning i was so shocked that i signed without thinking.
Can they do this?

Yes, the seriousness of an offence or misconduct may justify a final written warning even if it's a first offence. What's important is that the employee is afforded an opportunity to state his/her case albeit informally and not in a disciplinary hearing.
