Deductions on PPE

Hi,
I need assistance please, I know according to the OSH Act no deduction will be made from employees as far as PPE is concerned or anything relating to the employees's health and safety. I work for this company and it has temporary employees, and by that I mean, they are on a three month contract then stop for a week or so then come back again, basically they are with the company 90 % of the time. The company makes deductions on safety boots and overalls that they buy the temps, I know this is illegal and I have spoken to my superiors about, but they are adamant the deduction will continue, as a SHEQ coordinator, what can I do to stop this?
